As if the parking meter debacle in the city wasn't bad enough, some folks have reported meters too cold to work today.According to a spokeswoman for the Chicago Parking Meters LLC, said "98% to 99% of machines are operational at all times." Good to know, but one wonders if that statistic holds true on a cold Chicago morning.
